of production in a workshop, rather than onsite.
Hawkes Fire followed these principles and were able to
crane both units into place onto prepared concrete bases.
This saves money as well by avoiding block built
construction. It has the additional benefit of being useable
on another site should the operators needs change.
With fuel terminals running with limited but efficient
manning levels, fixed systems play a vital in the overall
emergency response plan. They have the dual advantage of
attacking the fire at the earliest stage and allow employees
to maintain a safe distance between them and the incident.
Let us not forget that the local authority fire and rescue
services are not bound to provide asset protection in itself.
They may not have the foam or foam delivery equipment to
deal with a major tank or bund fire which means that it is
incumbent on the operator to consider their response level.
There is no question that the Buncefield event made
people and companies within the industry reassess their
own approaches to storage terminal firefighting, something
that led to what was effectively the complete rewriting of
all risk assessments and industry expectations.
Also, playing out in the background is the fact that with
local fire services facing increased cost pressures there is
likely to be a shift in trends whereby more resources are
directed towards targeting residential hazards (with the
arguably higher risk of loss of life) and away from industrial
hazards that deal in asset protection.
