AVOIDING
PERMITTING
I
ncreased drilling and production of
crude oil and condensate in the US
over the past few years has
overwhelmed the crude/condensate
pipeline and terminal infrastructure in
many locations, leading to an increase in
construction projects for crude oil and
condensate terminals. The industry has
also recently been subjected to increased
scrutiny and rulemaking from
environmental regulatory agencies. In the
face of such obstacles, the following
potential pitfalls should be considered
whenever addressing environmental
permitting:
n
Using calculation methods other than
the U.S. Environmental Protection
Agency’s (EPA) TANKS4.0.9d (TANKS)
tank emission calculation software.
n
Properly characterising Reid vapour
pressure (RVP) and true vapour
pressure (TVP), two critical emissions
calculation inputs.
