          TransCanada files for

          Upland Pipeline permit

TransCanada Corp. is asking the US

          government to permit its Upland

          Pipeline project.

          The company filed an application

with the US State Department to

receive a presidential permit that will

let it construct a 200 mile pipeline

          across the US-Canadian border.

          The proposed CAN$600 million

Upland Pipeline Project is designed to

transport up to 300 000 bpd of North

Dakota crude to a connection in

          Saskatchewan. From there,

approximately 70 000 bbls of that oil is

          expected to flow on TransCanada’s

          planned Energy East pipeline, which

aims to ship up to 1.1 million bpd of oil

nearly 3000 miles across Canada to

refineries and ports along the country’s

East Coast. The rest of the capacity

would feed other pipelines, although it

          wasn’t immediately clear which ones.

“Upland is a gathering system that

will help move Williston Basin oil

production to markets where it is

          needed,” said Mark Cooper, a

          Spokesman for TransCanada. “A great

deal of this oil is already being

transported to market by rail. Upland

will allow us to transport that oil by

          pipeline.”

          DNV GL wins Statoil

          contract

DNV GL has been awarded another

          offshore pipelay surveillance contract

          by Statoil to monitor quality

          assurance throughout the installation

          campaign.

          As new fields have become

          increasingly complex, the pipeline

          segments have also experienced cost

challenges like other parts of the

          industry.

          DNV GL will complement Statoil’s

          installation team of pipeline engineers

          with multi-disciplined surveyors and

          inspectors to follow-up the quality

aspects during welding and field joint

          coating on-board the pipelaying vessel

          Both pipelines (Polarled and Edvard

          Kinder Morgan, Inc. has received

          approval from the Federal Energy

          for the proposed Palmetto Pipeline.

          KMI Products Pipelines President

Ron McClain said appoval allows them

to “advance the development of this

          important infrastructure project

          supporting distribution of domestically

          produced petroleum products” and

brings the company “one step closer to

its goal of delivering low cost

          additional supplies of refined

          petroleum products and denatured fuel

          ethanol to pipeline-constrained

          markets in the southeastern US.”

          The proposed pipeline will enable

          refined petroleum products to be

          transported from Baton Rouge,

          Louisiana, Collins and Pascagoula,

          Mississippi, and Belton, South Carolina,

          to North Augusta, South Carolina,

          Savannah, Georgia, and Jacksonville,

          Florida.

The system will have a design

capacity of up to 167 000 bpd and will

consist of a segment of expansion

          capacity.
